Article

The top software outsourcing companies for US businesses aren't interchangeable. Accenture can run a transformation across many systems at once. BairesDev can add engineers to a team you already manage. A smaller shop can build one well-scoped product and hand it over. Pick the wrong type and you'll overpay, or you'll wait months for something that doesn't fit.

This guide compares 15 providers that serve US clients, grouped by what each one is actually good at, with the drawbacks to check before you sign. One disclosure first: AITC International publishes this page and appears on the list. We applied the same criteria to every company, ourselves included.

What are the top software outsourcing companies?

The top software outsourcing companies serving US businesses include Accenture, EPAM, Globant and SoftServe for enterprise programs; ELEKS, Innowise, Itransition, N-iX and Simform for mid-market product engineering; BairesDev, Saigon Technology and Vention for dedicated teams; and AITC International, Fingent and ScienceSoft for custom business software.

This is a shortlist, not a ranking. Companies are listed alphabetically within each group.

Headquarters and delivery locations differ by provider. Several firms here serve US clients from outside the US, and each profile below says what we know.

How we picked these 15

Many of the pages that rank for this topic are written by software vendors. This one is too, so here's exactly what we did and didn't do.

We looked for companies that:

  • list custom software engineering as a core service, not a side offering
  • serve US clients, whether or not they're headquartered in the US
  • publish enough public detail (service pages, company overviews, case examples) to check
  • cover a spread of sizes and delivery models, so you can compare unlike options

Company details come from each provider's public pages. Analyst coverage, such as Gartner's 2025 research on custom software development services, informed the Accenture entry.

What we didn't do: hire any of these firms, test their delivery, or independently verify rates, headcount or review scores. That's why you won't find hourly rates or star ratings below. Cross-check your shortlist on a review directory like Clutch, and ask every vendor for references.

Enterprise-scale programs

These four sell scale and breadth. That's the point, and the catch.

Accenture

Accenture packages custom engineering, cloud, data, AI and managed services into one contract, and Gartner evaluated it in its 2025 research on custom software development services. That breadth helps when a program touches many systems and business units.

It's also the risk. If you're building one product, you may be paying for a transformation apparatus you don't need.

Best for: enterprise-wide programs with many moving parts.

Check: who staffs your project, how much work goes to subcontractors, and whether the commercial structure fits the size of the job.

EPAM Systems

EPAM is US-headquartered and was founded in 1993. Its company overview reports more than 62,750 employees across over 55 countries and regions as of Q1 2026, which matters if you need capacity in several time zones.

Headcount tells you what EPAM can staff, not who staffs you. Ask for the named delivery team.

Best for: enterprises with complex architectures or multi-region projects.

Check: relevant industry references, governance arrangements, and the commercial scope assigned to your project.

Globant

Globant combines digital product engineering with AI, data, cloud and cybersecurity, and it supports enterprise ecosystems including Salesforce, SAP and Microsoft.

The question is scope. A proposal can mean Globant owns the engineering, or it can mean a broader consulting engagement with engineering as one piece.

Best for: customer-facing digital products, or application modernization inside a larger enterprise stack.

Check: whether the proposal gives Globant engineering ownership or advisory scope.

SoftServe

SoftServe's portfolio centers on cloud, AI and data: cloud migration, modernization, big data, automation and managed services. Its service overview also lists agentic business processes, cybersecurity and IoT.

Best for: cloud modernization, or adding data and AI capability to systems you already run.

Check: cloud architecture expertise, who operates the system after migration, and evidence from comparable programs.

Mid-market product engineering, data and cloud

Sized for product work rather than whole-company transformation. Data and cloud come up again and again.

ELEKS

ELEKS has more than 35 years of experience and covers custom software, cloud engineering, data platforms, AI, QA and ongoing support. It reports enterprise work across finance, healthcare, logistics and other industries.

Best for: complex, data-driven applications and modernizing important business systems.

Check: who owns architecture, data governance, integration requirements and maintenance terms.

Innowise

Founded in 2007, Innowise serves US and other markets with custom development, dedicated teams, mobile and web apps, AI, cloud and testing. Its clients span finance, healthcare, manufacturing, retail and logistics.

The wide menu is the draw. It's also the thing to test, because breadth isn't depth. Ask for case studies on your exact stack.

Best for: buyers who want one vendor across several engineering disciplines.

Check: case studies that match your technology stack, the proposed team's makeup, and experience with comparable architecture.

Itransition

Itransition builds custom applications, handles legacy modernization and product engineering, and implements business platforms such as CRM and ERP. It works with startups, mid-sized companies and enterprises.

Best for: software that has to work alongside existing enterprise systems.

Check: experience with your specific platforms, licensing assumptions, migration scope, and who does what between the vendor and your IT team.

N-iX

Founded in 2002, N-iX provides product development, cloud engineering, data analytics, AI, modernization and team extension. Clients include financial services, manufacturing, logistics and retail companies. Its distributed model can fill specialist gaps without you hiring for every role.

Best for: mid-sized and enterprise companies with continuing engineering needs or complex data and application environments.

Check: delivery geography, senior engineer availability, escalation processes, and who's responsible for architecture.

Simform

Simform focuses on digital product engineering: new products, modernization of existing apps, cloud, data and AI. It publishes project examples covering scalability, cloud integration and modernization.

Best for: SaaS businesses and product teams building platforms or modernizing for growth.

Check: product discovery methods, architecture decisions, test coverage, and whether the team has run software after launch.

Nearshore, offshore and dedicated teams

Here you're mostly buying capacity: engineers added to your roadmap. That works best when you already have someone to run the backlog. For the time-zone and cost trade-offs, see our explainer on offshore software development.

BairesDev

BairesDev was founded in 2009 and delivers from Latin America. It supports US businesses with software development, staff augmentation, testing and dedicated engineering teams, plus AI-related engineering.

Nearshore delivery means developers work in time zones that overlap with US business hours, and that makes daily communication easier. It doesn't make the code better. Proximity isn't quality.

Best for: US companies with internal product or engineering leadership that want to extend capacity.

Check: developer experience, technical interview procedures, working-hour overlap, and what happens when assigned engineers change.

Saigon Technology

Saigon Technology is a Vietnam-based outsourcing company founded in 2012. It offers custom application development, offshore engineering and dedicated development teams, including AI-related work.

Offshore delivery from Vietnam works when you can define deliverables clearly and manage collaboration across a wide time-zone gap. If your requirements are still moving, expect friction.

Best for: organizations seeking Vietnam-based capacity, or structured offshore project delivery.

Check: time-zone overlap, project management arrangements, communication protocols, QA, and who's responsible after deployment.

Vention

Vention provides software development services and external engineering teams for startups, growing technology businesses and enterprises. Its offering covers SaaS development, custom applications, modernization, cloud engineering, QA and AI, and it publishes examples involving ClassPass and DealCloud.

Best for: product-led companies that need ongoing engineering capacity or want to grow an existing team.

Check: technical leadership, team continuity, and how the team fits into your development process.

Custom business software for startups and SMEs

Tailored applications, usually for companies without a large internal engineering team. AITC International is in this group, so read its entry with that in mind.

AITC International

That's us. AITC International is headquartered in Bhaktapur, Nepal, with contracting entities in Texas, USA, and Dubai, UAE. According to its official media and press kit, AITC was founded in 2021 and builds custom software for startups, SMEs and enterprises: enterprise applications, SaaS platforms, custom business systems, and web and mobile apps. Its work spans hospitality, e-commerce, education and logistics, and each engagement runs from requirements analysis through development, system integration, testing, deployment and maintenance.

Here's what to weigh honestly. The Texas entity handles contracting. The engineering happens in Nepal, which runs on UTC+5:45, so a US morning meeting lands in Nepal's evening. Agree a fixed overlap window before you sign. AITC is also younger than most firms on this list, and a very large team is a capacity question to ask about early.

See our software development services and SaaS development for how we scope projects.

Best for: startups and small-to-medium businesses that need tailored business applications with offshore delivery.

Check: comparable project work, available engineering capacity, US-Nepal working-hour overlap, technical ownership, and support arrangements.

Fingent

Fingent was founded in 2003 and builds custom software, enterprise applications and business technology solutions, with digital transformation consulting alongside. Its typical projects connect existing software, digitize manual processes or support specialized workflows.

Best for: internal operational platforms, or replacing a pile of fragmented applications with one integrated system.

Check: experience with processes like yours, third-party integrations, and long-term application support.

ScienceSoft

ScienceSoft has been around since 1989. It delivers custom application development, software modernization, data analytics and enterprise IT consulting for healthcare, financial services, manufacturing and retail clients.

That track record points toward improving established operational software more than launching a consumer product.

Best for: organizations modernizing business applications or fitting software into existing enterprise operations.

Check: relevant integration projects, data migration capability, support commitments, and the technical limits of your current systems.

How to choose a software outsourcing company

Choose a software outsourcing company in six steps:

  1. Define the product, your budget ceiling and who makes decisions on your side.
  2. Match the vendor type to the work: enterprise program, team extension or defined build.
  3. Ask each shortlisted vendor for projects that resemble yours, plus client references.
  4. Compare engagement models, then price the whole project instead of the hourly rate.
  5. Put source-code ownership, security controls and exit terms in writing.
  6. Start with a paid discovery phase or pilot before committing to a long contract.

The details behind each step are below. For more on vendor selection, see our guide to how to choose a software development company.

Look for evidence that resembles your project

Review actual projects, not the technologies listed on a website. Building a SaaS product? Ask about multi-tenancy, account permissions, subscription billing, APIs and monitoring. Modernizing an ERP? Ask about data migration, transaction integrity, access controls and legacy integration.

A directory profile shows market presence. It doesn't replace technical due diligence.

Pick the engagement model

The model decides who carries which risk. Our comparisons of IT staff augmentation vs outsourcing and dedicated team vs fixed project go deeper.

ModelYour involvementVendor responsibilityTypical fit
Staff augmentationHighSupplies engineering capacityEstablished development teams
Dedicated teamMedium to highProvides an ongoing development teamLong-term product roadmaps
Fixed-scope projectMediumDelivers agreed outputsWell-defined requirements
Managed developmentLower day to dayManages agreed development deliveryYou want the vendor to own execution
Build-operate-transferChanges over timeBuilds and initially operates a teamEstablishing a long-term engineering team

Whatever you choose, the contract should say who owns backlog decisions, architecture approval, testing, deployment and maintenance.

Price the whole project, not the hourly rate

A lower rate doesn't guarantee a lower bill. Testing, project management, rework, infrastructure and maintenance all land somewhere, and change requests are where cheap quotes tend to grow.

Total project cost = Discovery + Engineering + QA + Project management + Infrastructure + Integration + Maintenance + Change requests

Ask each vendor which of these are in the quote and which are billed separately. For ballpark ranges, see our custom software development cost guide.

Lock down IP and security

The agreement should cover source-code ownership, confidentiality, repository access, third-party dependencies, data handling and exit procedures. Regulated or sensitive data calls for extra contractual and technical controls. Ask the vendor to show the controls it actually uses, not to promise them.

Plan for your side of the table

Vendors get the blame, but buyers share it. In Deloitte's 2024 Global Outsourcing Survey, 70% of executives said their vendor management function isn't fully mature. Name one person who owns the backlog and has authority to say no to scope creep.

Is software outsourcing better than hiring an in-house team?

Neither wins by default. Outsource when you need specialist skills, flexible capacity or speed more than you need every engineer on payroll. Hire in-house when product development is a permanent strategic function, daily collaboration matters, or proprietary knowledge has to stay inside the company.

Plenty of companies split the difference. They keep product management and core architecture in-house and outsource specific development, testing, cloud or modernization work. Deloitte's survey shows these choices get revisited: 70% of executives said they had selectively insourced work they previously outsourced during the preceding five years.

What the research says about outsourcing, and what it doesn't

Three sources give useful background. None of them measures the US software outsourcing market directly, so read them as context, not as a market-size claim.

  • Gartner (October 21, 2026 forecast): worldwide IT spending of about $6.39 trillion in 2026. IT services are forecast at $1.557 trillion in 2026, rising to $1.633 trillion in 2027.
  • Deloitte (2024 Global Outsourcing Survey, 500+ executives): 80% plan to maintain or increase third-party outsourcing investment, and 83% use AI in outsourced services.
  • US Bureau of Labor Statistics: employment of software developers is projected to grow 15.8% from 2024 to 2034, about 267,700 jobs.

Together they point to sustained technology spending and sustained demand for developers. They don't show that outsourcing beats hiring, and Deloitte's own numbers on insourcing suggest buyers keep rebalancing.

Frequently asked questions

What are the biggest software outsourcing companies?

Accenture is by far the largest company on this list. EPAM reports more than 62,750 employees across over 55 countries and regions as of Q1 2026. Globant and SoftServe also operate at enterprise scale. Size measures capacity, not fit, so compare project evidence before headcount.

How much does it cost to outsource software development?

There's no single price. Cost depends on delivery location, project complexity, engineer seniority, engagement model, and whether discovery, testing and maintenance are included. Compare quotes on total project cost, not hourly rates, and ask each vendor to list what's billed separately. Our cost guide goes deeper.

What is the difference between IT outsourcing and software outsourcing?

IT outsourcing covers a broad range of technology services, such as infrastructure, support and managed services. Software outsourcing is narrower: it hands a vendor the building, testing, maintenance or modernization of software. Several larger firms here, such as Accenture, offer both.

Is offshore software development a good option for US companies?

It can be, when the provider has relevant expertise, clear governance, reliable communication and sound contract terms. The trade-off is time-zone overlap. Define a daily overlap window, written acceptance criteria and a named technical owner on both sides before work starts. See how we set up offshore development teams for US clients.

Can a startup outsource software development?

Yes. Startups commonly outsource prototypes, MVPs, specialist engineering work and products that need skills they don't have in-house. Keep product decisions and source-code ownership on your side, and start with a short paid discovery phase so you can judge the vendor before committing to a full build. See our list of software development companies for startups.

Are larger outsourcing companies always better?

No. Larger providers offer more capacity and more disciplines under one contract, but smaller specialists can suit focused projects and narrower technical requirements better. Match the vendor's size and model to the project, then confirm who will actually do the work.

Your next step

Start with the group that matches your project, pick three vendors, and ask each for projects that look like yours. If you're a startup or SME with a defined product and a modest team, AITC International is a reasonable name to add to that shortlist, with the caveats in its entry. Talk to us about software development for US clients. If you're running an enterprise program, start with the first four companies instead. We'd rather you know that now.
